The client engaged TCC to evaluate whether establishing an Enterprise Hub could deliver meaningful employment and economic impact in a rapidly growing Saudi city.

AlKharj had shown strong economic growth potential, yet there was uncertainty about whether the city could sustain an enterprise-led model of job creation. Decision-makers needed a clear understanding of policy alignment, market demand, and financial viability before committing to a long-term investment.
Without a structured feasibility assessment, there was a risk of pursuing a well-intentioned initiative that lacked the conditions needed for success.
How we engaged
We conducted a comprehensive feasibility study structured around four areas: national policy context, local market assessment, enterprise hub strategy and governance, and financial viability. The analysis examined whether AlKharj was well-positioned to host an enterprise hub capable of supporting job growth and local economic development.
The study concluded with a clear “go or no-go” decision, grounded in projected socioeconomic impact and financial sustainability.
